Carl Mueller, a research analyst at The Hilltop Institute, is responsible for evaluating programs, analyzing data, and addressing related policy issues for the Maryland Department of Health and Mental Hygiene.
Prior to joining The Hilltop Institute, Mr. Mueller was a summer research associate in the Domestic Social Policy Division, Health Insurance and Financing Section of the Congressional Research Service (CRS) in Washington, D.C. As such, he coordinated the work of 20 analysts in developing section analyses of proposed legislation; reviewed, analyzed, and summarized major provisions of proposed health reform legislation; prepared for and participated in Congressional Member and staff briefings on health reform measures; and assisted senior analysts in developing research methodologies, writing confidential correspondence, and responding to Congressional inquiries. In addition, Mr. Mueller gained experience at the Congressional Budget Office (CBO) in Washington, D.C., where he prepared graphics for briefing presentations, conducted conference calls to gather data on national physician revenues and eligibility for single, childless adults under Medicaid waivers, and performed administrative functions for the director. Mr. Mueller is also a teaching assistant for graduate-level statistics at the University of Maryland, University College.
Mr. Mueller earned an M.S. in management and health administration from the University of Maryland, University College. He obtained a B.B.A. in management from the University of Texas at Arlington.
