Harriet L. Komisar is a senior research analyst at The Hilltop Institute. In this position, she develops and manages research and policy analysis related to long-term supports and services for older adults and other people with disabilities.
Dr. Komisar joins The Hilltop Institute with an extensive background in researching long-term care financing and health policy issues. Most recently, she was a research professor in the Health Policy Institute at Georgetown University, where she focused her research on assessing people's needs for long-term care and on evaluating policy options for long-term care financing. Previously, she was a principal analyst at the U.S. Congressional Budget Office, where she worked on issues related to Medicare’s payment policies.
Dr. Komisar is a nationally published author of many peer-reviewed journal articles, as well as book chapters and foundation and government reports. Her recent pieces include Long-Term Care in Health Care Reform: Policy Options to Improve Both, a report supported by The SCAN Foundation; “Long-Term Care Over an Uncertain Future: What Can Current Retirees Expect?” and “Unmet Long-Term Care Needs: An Analysis of Medicare-Medicaid Dual Eligibles,” articles published in Inquiry; and Long-Term Care Financing: Policy Options for the Future, a Georgetown University Long-Term Care Financing Project report.
Dr. Komisar earned her Ph.D. and M.A. in economics from Cornell University and her B.A. from Yale.
