Jason Clark is a rate analyst at The Hilltop Institute. In this position, Mr. Clark provides financial and technical analysis and support for the Maryland nursing home payment and pay-for-performance systems, Hilltop's contract with New Mexico, rate setting issues involving Maryland school health-based rates and residential treatment centers, and other projects involving rate setting and financial analysis.

Prior to joining The Hilltop Institute, Mr. Clark conducted qualitative and quantitative research to support portfolio management decisions at Citi Smith Barney, a private global wealth management group. Mr. Clark was also an analyst for Morgan Stanley's global operations division, where he processed derivatives trades for all North American futures exchanges.

Mr. Clark graduated magna cum laude from UMBC with a bachelor's degree in political science and concentrations in public administration and policy and international relations/foreign policy. Mr. Clark is also a registered EMT.
