Osama Elfaki
Research Analyst/SAS Programmer

Osama Elfaki is a research analyst and SAS programmer at The Hilltop Institute. In this position, he performs SAS programming under a variety of operating systems and analyzes large health care claims and eligibility databases. Mr. Elfaki has extensive experience with using SAS for database development, data extraction, and manipulating and performing economic analysis.

Prior to joining Hilltop, Mr. Elfaki was a senior health analyst at the Western Integrity Center of the Delmarva Foundation for Medical Care, Inc. There he performed Medicare Part A and B data extractions, performed utilization and claims analysis with extensive use of CPT codes, and developed SAS programs to identify potential fraud and aberrant billing behavior. Before that, Mr. Elfaki was a business analyst in the Medical Economics Department of CIGNA HealthCare of Tennessee, where he analyzed inpatient and outpatient utilization, employer group utilization, and hospital statistics. Mr. Elfaki also has experience as a programmer analyst and a lecturer of economic theory, healthcare economics, development economics, and SAS for data analysis.

Mr. Elfaki has an M.S. in computer science from the University of Maryland, Eastern Shore, an M.I.A. in economic policy management from Columbia University, and a B.S. (with honors) in business administration from the University of Khartoum.
