Tonya Brewer is a senior research analyst at The Hilltop Institute. Her key responsibilities include analyzing Maryland long-term care minimum data set (MDS) data to examine patterns of nursing home care and analyzing Medicare and Medicaid data to study the coordination of care for persons eligible for both Medicare and Medicaid (dual eligibles).
Ms. Brewer came to Hilltop from Health Integrity, LLC, where she was a data analysis manager on the Centers for Medicare and Medicaid Services (CMS) Zone Program Integrity Contract, Zone 4. In this capacity, she led the analytic team in its efforts to identify potential cases of Medicare and Medicaid fraud and abuse in the states of Texas, New Mexico, Oklahoma, and Colorado. Prior to this position, she was a senior health analyst for the CMS Program Safeguard Contractor, the Western Integrity Center, where she analyzed large Medicare data sets to identify aberrant billing patterns throughout 15 of the western states; determined the effectiveness of Medicare coverage policies as well as fiscal intermediaries’ edits payment system; and devised allegation-based sampling methodologies to draw statistically valid claim samples for purposes of post-payment medical record reviews. As a senior health analyst, she also worked independently on two CMS task orders and examined the utilization of services and trends over time for providers participating in the programs. Those task orders were the Competitive Acquisition Program (CAP) for Part B Drugs and Biologicals and the Chiropractic Demonstration Project. Ms. Brewer also worked on the CMS Data Assessment and Verification (DAVE) contract, from which she gained extensive experience with MDS data. She is proficient in analytic software such as SAS, STARS, and DataProbe.
Ms. Brewer has an M.P.H. from Morgan State University School of Community Health and Policy and a B.A. in psychology from UMBC.
