Researchers
The Hilltop Institute is a nationally recognized research center that strives to be a source of objective information for federal, state, and local policymakers, and seeks to contribute to the national understanding of how better to serve vulnerable populations.
In addition to performing work for clients, Hilltop initiates research and collaborates with other research centers and universities on projects and proposals.
The Hilltop Institute only performs work within its mission:
Hilltop only collaborates with external researchers, including UMBC faculty, when the proposed project meets all of the following criteria.
- The project must fit within The Hilltop Institute's mission.
- The project must include a meaningful, analytic role for one or more Hilltop researchers. Any request seeking only data from Hilltop will be rejected.
- The value of the work to Hilltop must meet or exceed a threshold of $5,000 or more in total direct costs to offset Hilltop's administrative burden.
- If Maryland Medicaid data are requested, the project must advance Medicaid's mission to address the healthcare needs of Medicaid beneficiaries, and Department of Health and Mental Hygiene (DHMH) permission will need to be secured separately.
- The proposed funder(s) of the research must be a public or non-profit entity or foundation, and the results of the work must not be used for political purposes, profit, or lobbying.
If the proposed project meets all of these criteria, Hilltop welcomes and will entertain the request.
