| THE ORGANIZATION: | The Hilltop Institute at the University of Maryland, Baltimore County (UMBC) is a nationally recognized policy and research center dedicated to improving the health and wellbeing of vulnerable populations. Hilltop conducts research, analysis, and evaluation for state agencies, the federal government, foundations, and nonprofit organizations. Hilltop's interdisciplinary team of professionals includes clinicians, economists, attorneys, financial analysts, social scientists, and SAS programmers. Hilltop staff have extensive experience in health services monitoring and evaluation, data systems design, and public policy analysis. Hilltop is committed to addressing complex issues through informed, objective, and innovative research and analytics.

| RESPONSIBILITIES: |
The incumbent will serve as a programmer in the Information Systems and Programming unit at Hilltop and will assume a leadership role in developing and managing multiple SAS programming projects. Specific duties include: developing and maintaining Hilltop's Medicaid databases; developing and monitoring SAS programs; providing technical advice to analysts; reporting findings to clients (both internal and external); performing SAS programming under a variety of operating systems; and performing other duties as assigned. Hilltop warehouses large Medicaid, Medicare, MDS, and other databases. The Information Systems and Programming unit supports the data warehousing, data analysis, and programming for Hilltop's projects. The programmers of the unit have considerable expertise in website design and information architecture, as well as web-accessible reporting, query, and tracking systems. Hilltop is using WebFocus, a business intelligence platform, to provide special reporting applications for Hilltop analysts.

| MINIMUM QUALIFICATIONS: |
For the Sr. Programmer Specialist: Requires a Master's degree with course work in Public Health, Policy, Information Systems, or related area. (A Bachelor's degree, with course work in Public Health, Policy, Information Systems, or related area, plus two years of experience with SAS programming, may be substituted for the Master's degree.)
For the Programmer Specialist: Requires a Bachelor's degree with course work in Public Health, Policy, Information Systems, or related area.
Education/Experience for both titles: Must have knowledge of Windows and Excel. Must have excellent verbal and written communication and interpersonal skills, as well as strong analytic skills. Must be able to work with the team and also be able to learn independently. The ideal candidate will have experience in analyzing Maryland Medicaid claims using SAS programming, with proficiency using the SAS data step.
