Since the enactment of the Affordable Care Act in 2010, there has been constant federal guidance employing and clarifying its provisions. The Hilltop Institute develops regulation summaries, facts sheets, policy briefs, and talking points to assist state and local policymakers in their implementation of health reform. Hilltop's resources are used across all areas of state health reform implementation—from policy to operations. Our resources have served as the basis for state legislative testimony, inter-agency operations discussions, and letters of comment or requests for more information to the Centers for Medicare and Medicaid Services.
