The Hilltop Institute at the University of Maryland, Baltimore County (UMBC) is seeking a Manager of Data and Visualizations to join its Technology Innovation team. Hilltop uses a data-driven approach to inform key state and federal policymakers on health care financing and delivery system reform in Maryland and other states. Hilltop’s Technology Innovation team has developed several Medicaid Management Information System (MMIS)-based applications, including the DataPort, a business intelligence and reporting platform for use by health care policy decision makers. Clients include the Maryland Department of Health, the Maryland Health Care Commission, the Developmental Disabilities Administration, and the Health Services Cost Review Commission, as well as the federal government and Medicaid agencies in other states.
This is a new position created to address Hilltop’s expanding portfolio of work and lead a team of SQL and Tableau developers as well as a dedicated data manager. The incumbent will be responsible for supervising multiple team members, managing data integration processes, and ensuring compliance with the Health Information Portability and Accountability Act (HIPAA). Deep knowledge of ETL best practices will allow them to lead internal and external database automation projects and administer Hilltop’s vast repository of health data assets. The individual should also be an excellent project manager, working closely with policy analysts, SAS programmers, and project managers to effectively manage our data and visualization infrastructure.
The Manager of Data and Visualizations will be responsible for both operations support of Hilltop’s existing infrastructure as well as new development. Specific duties include but are not limited to the following:
- Lead infrastructure planning, testing, and development
- Incorporate security as a first-class property of all operations and product development
- Oversee group and user privileges in Hilltop applications and databases
- Maintain master lists of third-party organizations’ staff and service accounts as part of security monitoring and compliance activities
- Automate data distribution and acquisition in accordance with governing data use agreements
- Collaborate closely with staff to develop new database ETL components, and work closely with analysts and other managers for quality control
- Develop and manage the continuous deployment of new SQL and Tableau® components both on premises and remotely
- Bridge the gap between software development (including production-grade SAS and SQL programs) and IT operations and act as a liaison with UMBC’s Department of IT Linux and Windows groups
- Supervise a team of SQL developers, visualization developers, and data managers
- Perform other duties as assigned
Requires a Master’s degree in computer science, information systems, or a related field and seven years of relevant experience, or a Bachelor’s degree in computer science, information systems, or a related field with ten years of relevant experience. Must have a minimum of five years hands-on experience in database engineering and/or administration with a strong understanding of database structures, theories, principles, and practices. Must have strong analytical and effective communications skills (both verbal and written) and the ability to work in multidisciplinary project teams.
The ideal candidate will possess the following professional and interpersonal competencies: extensive project management experience; experience with health care data; knowledge of HIPAA and the requirements of data use agreements; experience with Tableau or similar reporting platforms; programming skills in SAS and/or Python; the ability to work with large databases and on a variety of platforms; experience in building automated processes to extract, transform, and load large data sets; experience with Agile software development methodology; a knowledge of publicly funded health insurance programs such as Medicare and Medicaid; and well-honed problem solving skills.
