THE ORGANIZATION:

The Hilltop Institute at the University of Maryland, Baltimore County (UMBC) is a nationally recognized policy and research center dedicated to improving the health and well-being of vulnerable populations. Hilltop conducts research, analysis, and evaluation for Maryland state agencies, other states, the federal government, foundations, and non-profit organizations. Hilltop has nationally renowned expertise in Medicaid and in improving publicly funded health care systems. Formed in 1994 in a unique collaboration with the Maryland Medicaid program, Hilltop has grown to address issues that touch upon not only Medicaid, but also other publicly administered programs such as aging services, public health, Medicare, behavioral health, oral health, state coverage initiatives, and federally funded AIDS initiatives. Hilltop's interdisciplinary team of professionals includes clinicians, economists, attorneys, financial analysts, social scientists, and SAS programmers. Hilltop staff have extensive experience in health services delivery, data systems design, and public policy analysis. RESPONSIBILITIES:

This position is in Hilltop’s Information Systems and Programming unit. The Hilltop Institute warehouses large Medicaid, Medicare, MDS, and other databases. The Information Systems and Programming unit supports the data warehousing, data analysis, and programming for Hilltop’s projects. The programmers of the unit have considerable expertise in website design and information architecture; and web-accessible reporting, query, and tracking systems. Hilltop is using WebFocus, a Business Intelligence platform, to provide special reporting applications for Hilltop analysts. The incumbent will assist with WebFocus development on Windows using an SQL Server.

Specific duties include:

  • Using WebFocus development tools to generate a comprehensive ad-hoc reporting interface
  • Upgrading the appearance and functionality of the current Decision Support System (DSS) by defining the DSS data warehouse to WebFocus
  • Training and guiding cross-functional teams composed of researchers, analysts, and programmers in using the WebFocus reporting tool
  • Becoming familiar with other software used in the WebFocus environment as needed
  • Performing other duties as assigned
MINIMUM QUALIFICATIONS:

Education/Experience: Requires a bachelor’s degree in Economics, Computer Science, Information Systems, or a related field. Two years of experience with WebFocus preferred. Knowledge of SQL required. Must have excellent verbal and written communication and interpersonal skills.  Strong analytic skills and the ability to work independently, as well as with a team required. 

DESIRED QUALIFICATIONS:

Knowledge of Medicaid; experience working with large healthcare data sets; and familiarity with SAS programming helpful.

SALARY:

Salary is commensurate with qualifications and experience. The position is full-time and includes the full university benefits package. Note: This position is grant-funded, wherein employment is contingent upon the renewal of Hilltop’s grant support.
