WelcomeThe Hilltop Institute* at UMBC is a nationally recognized research center dedicated to improving the health and social outcomes of vulnerable populations. Hilltop conducts research, analysis, and evaluation on behalf of government agencies, foundations, and other non-profit organizations at the national, state, and local levels.Hilltop's interdisciplinary team of professionals includes clinicians, economists, attorneys, financial analysts, social scientists, and SAS programmers. Hilltop staff have extensive experience in health services delivery, data systems design, and public policy analysis. Hilltop has nationally renowned expertise in Medicaid and in improving publicly funded health care systems to increase access and positive outcomes for vulnerable populations. Formed in 1994 in a unique collaboration with the Maryland Medicaid program, Hilltop has grown to address issues that touch upon not only Medicaid, but also other publicly administered programs such as aging services, public health, Medicare, behavioral health, oral health, state coverage initiatives, and federally funded AIDS initiatives. Hilltop is committed to addressing complex issues through informed, objective, and innovative research and analytics. * On July 1, 2008, the Center for Health Program Development and Management changed its name to The Hilltop Institute. The name, followed by the tagline, analysis to advance the health of vulnerable populations, better supports our growth as a nationally recognized university-affiliated research center for health policy; ties us more closely to UMBC; and supports our mission.
