The Hilltop Institute regularly sponsors a symposium on a timely health policy issue, bringing together scholars, researchers, practitioners, and policymakers. Hilltop also hosts policy forums and other meetings that address issues related to publicly funded health care.

On December 5, 2014, Hilltop, together with the UMBC Department of Public Policy, the Maryland Institute for Policy Analysis and Research, CareFirst, and LifeBridge Health, sponsored a public policy forum describing how hospitals and health care providers in Maryland are adapting to the new all-payer model, and the likely effect on the populations that hospitals serve. Special Event to Honor Chuck Milligan

Striking a Balance in Rebalancing, April 29, 2014

On April 29, 2014, Hilltop held this private event to honor Chuck Milligan, JD, MPH, who recently stepped down from his post as Deputy Secretary for Health Care Financing at the Maryland Department of Health and Mental Hygiene. Milligan was Hilltop’s Executive Director from 2004 to 2011 and served the state of Maryland for ten years. Milligan is relocating to New Mexico, where he will be Senior Vice President for Enterprise Government Programs at Presbyterian Healthcare Services. Click here for more information.
