On April 4, 2024, The Hilltop Institute held a special event to celebrate its 30th anniversary, as well as the retirement of Executive Director Cynthia Woodcock. Over the years, Hilltop has become one of the most highly regarded university-based health policy research organizations in the country.

The event consisted of a program titled State Health Policy: A Look Ahead and was followed by a reception. Approximately 80 of Hilltop’s clients and colleagues gathered to celebrate its accomplishments, which wouldn’t have been possible without their partnership and support.

Alice Middleton, Hilltop’s Deputy Director, welcomed guests and gave an overview of the program. She then turned it over to Antonio Moreira, Vice Provost for Academic Affairs at UMBC, who provided remarks about Hilltop’s evolution over the past 30 years. Karl Steiner, Vice President of the Office of Research and Creative Achievement at UMBC, also gave remarks about Cynthia’s contribution to UMBC.

Laura Herrera Scott, Secretary of the Maryland Department of Health (MDH), followed with “Our Vision for the Future.”

Christopher Koller, President of the Milbank Memorial Fund and Chair of the Hilltop Advisory Board, presented “The Hilltop Institute: Primary Care for State Health Policy.”

Chuck Milligan, Chief Operating Officer at Health Management Associates, former Hilltop Executive Director, and former Deputy Secretary of Health Care Financing at MDH, discussed “Health Care for the Justice-Involved.”

Cynthia Woodcock closed with her reflections, and the event ended with a reception.
