THE ORGANIZATION:

The Hilltop Institute at the University of Maryland, Baltimore County (UMBC) is a nationally recognized policy and research center dedicated to improving the health and well-being of vulnerable populations. Hilltop conducts research, analysis, and evaluation for Maryland state agencies, other states, the federal government, foundations, and non-profit organizations. Hilltop has nationally renowned expertise in Medicaid and in improving publicly funded health care systems. Formed in 1994 in a unique collaboration with the Maryland Medicaid program, Hilltop has grown to address issues that touch upon not only Medicaid, but also other publicly administered programs such as aging services, public health, Medicare, behavioral health, oral health, state coverage initiatives, and federally funded AIDS initiatives. Hilltop's interdisciplinary team of professionals includes clinicians, economists, attorneys, financial analysts, social scientists, and SAS programmers. Hilltop staff have extensive experience in health services delivery, data systems design, and public policy analysis. RESPONSIBILITIES:

The Unix Infrastructure group within the Division of Information Technology at UMBC provides support for many enterprise level production systems and services. Some of those are Mail, General Unix login systems, Unix Lab Images, Web infrastructure, MyUMBC infrastructure, Identity Management, Business Systems Unix infrastructure, and High Performance Research computing.

This position is a shared position between The Hilltop Institute's Information Technology Unit and UMBC’s Division of Information Technology (DoIT). Time will be split equally between the two departments.

Specific duties include system administration support on production Solaris and Linux systems. This includes:

  • Building, installing, patching, maintaining, and monitoring those systems and their associated software
  • Implementing and keeping good data security regimes
  • Maintaining inventory, warranty, and support contract information for all related hardware/software
  • Providing direct user support in both areas, which at Hilltop would include end user applications (primarily SAS)
  • Writing and maintaining technical documentation for managed systems
  • Writing and maintaining scripts and software required for the integration
  • Automated management of systems and software

The incumbent would also be responsible for maintaining and monitoring the backup infrastructure and disaster recovery of the systems they are responsible for based on the individual requirements of each department.

Note: Position requires on-call, after-hours support and requires a cell phone to be worn for emergency contact purposes.  

MINIMUM QUALIFICATIONS:

Requires a Bachelor’s Degree in Computer Science, Information Systems, or a related field and at least two years of relevant systems administration experience working with Solaris and Redhat Enterprise Linux. Must have experience in user support of complex heterogeneous, networked environments with mission critical servers, and significant technical experience in systems architecture and structure. Solaris system administrator certification and/or RHEL 5 certification will be considered when looking at relevant experience. Must be able to diagnose problems and implement solutions quickly and possess excellent organizational, communication skills (verbal and written), and strong interpersonal skills. Must have experience with SAS running on Windows XP and Unix and be proficient with Microsoft Word, Excel, Visio, and PowerPoint.

DESIRED QUALIFICATIONS:

Experience with and knowledge of Windows and Macintosh platforms, Legato Networker/Sun Enterprise Backup Suite, cfengine, PHP, Oracle, Mysql, Perl, Cyrus, McAfee HIPS.  A strong understanding of HIPAA regulations is preferred.

SALARY:

Salary is commensurate with qualifications and experience. Position is full-time and includes University benefits package.  Position is 50% grant-funded wherein employment is contingent upon the renewal of Hilltop’s grant support and carries no layoff or reinstatement rights.
