Programmer (Job #493448)
Technology Innovation Team

Overview

The Hilltop Institute at the University of Maryland, Baltimore County (UMBC) is seeking a Programmer to join its Technology Innovation team. Hilltop uses a data-driven approach to inform key state and federal policymakers on health care financing and delivery system reform in Maryland and other states. Hilltop’s Technology Innovation team is responsible for Information Systems and Programming, Program Management, Application Development, and DevOps. The team has developed several Medicaid Management Information System (MMIS)-based applications, including the DataPort, a business intelligence and reporting platform for use by health care policy decision makers. Clients include the Maryland Department of Health, the Maryland Health Care Commission, the Developmental Disabilities Administration, and the Health Services Cost Review Commission, as well as the federal government and Medicaid agencies in other states.

Hilltop seeks a programmer with Python, SQL, Linux, and/or SAS programming experience. The incumbent will work closely with the DevOps Engineer and Data Manager in day-to-day tasks, and will assist with development of continuous integration/continuous deployment (CI/CD) pipelines, adoption of cloud-based application components, data encryption and security, SQL integration services, and automation of SAS-based application components.

Responsibilities

Specific duties include the following:

  • Shell and python scripting on Linux servers
  • Supporting internal Hilltop servers and requests from staff to enhance or correct issues with the servers. These include our WordPress, RedCAP, and Linux servers. Incumbent will collaborate with UMBC Department of IT (DoIT) when necessary to resolve requests.
  • Working as a member of a feature team on time-bound projects
  • Day-to-day support of the DevOps Engineer and Data Manager on tasks
  • Performing other duties as assigned

Minimum Qualifications

Requires a bachelor’s degree and experience with Python, SQL, SAS, or another programming language. Must have proven analytical skills with attention to detail; be comfortable working in both a team environment and independently; be proficient with Microsoft Word, Excel, and PowerPoint or GSuite; and have excellent verbal and written communication and time management skills.

Preferred Qualifications

The ideal candidate will possess the following professional and interpersonal competencies: a strong interest in working with large data sets; programming experience with Linux; a knowledge of large health care databases, such as Medicare and Medicaid; the ability to work in multi-disciplinary teams and be flexible in a fast-paced environment; and excellent interpersonal skills.

Compensation and Benefits

Salary is commensurate with qualifications and experience. The position is full-time, offers opportunity for professional growth, and includes the full university benefits package, including tuition remission for qualified candidates. Note: this is a grant-funded position wherein employment is contingent upon the renewal of the grant.

While this position is onsite at The Hilltop Institute’s offices located on the UMBC campus, options for part-time telework are anticipated as UMBC finalizes its plans for reopening in fall 2021.
